Specifications include, but are not limited to: The Oregon Medical Board (OMB) releases this Request for Proposal (RFP) for the purpose of contracting with a Contractor to assist the Board and its Executive Director in evaluating the effectiveness and efficiency of the OMB Health Professionals Program (HPP) and also to evaluate HPP and its procedures to determine the degree to which the HPP has enacted recommendations from a 2006 audit report. HPP's mission is accomplished through facilitation of confidential assessment for potential substance use disorder and providing effective intervention, treatment referral and monitoring of licensees with the disorder. The Contractor shall make any recommendations necessary to ensure that licensees are being appropriately monitored and that the public is adequately protected from impaired licensees. Mental health diagnoses will be added to the program beginning January 1, 2009, and will not be included in this audit.
