Specifications include, but are not limited to: a. To provide year round, quality, affordable golf opportunities, primarily to the residents of Palm Beach County and secondarily to non-residents of Palm Beach County, at Southwinds Golf Course. b. To generate sufficient revenue to fully fund the facility’s operations and perform timely capital improvements, renovations and equipment replacements at the facility. c. To actively manage facility operations in a manner that will control costs without sacrificing services to the public and conditions at the facility. d. To provide excellent customer service to the public in all areas and aspects of the operation. 2 e. To develop and operate comprehensive junior and adult learn-to-golf programs. f. To maintain the facility and grounds at a level comparable to other local first class daily fee golf operations and consistent with levels expected of other County facilities and grounds. g. To continually make improvements at the facility within the limits of available funding. h. To secure the services of a qualified golf operations Management Company under a turn key management fee agreement. j. To renovate the existing greens complexes (including putting greens and perimeters slopes) and bunkers.
