Legislative Advocacy and Representation The selected lobbyist shall provide comprehensive representation before the Florida Legislature during both regular and special sessions, including: • Monitoring and tracking all legislation that may impact public education funding, governance, operations, or policy • Providing detailed analysis of proposed bills and their potential effects on the District • Advocating for positions established by the District on specific legislative matters • Testifying before legislative committees when requested and appropriate • Coordinating with other educational stakeholders to build coalitions supporting favorable legislation • Opposing legislation that would negatively impact the District or public education generally Executive Branch Engagement The lobbyist shall maintain active engagement with executive branch agencies and officials, including: • Regular communication with the Florida Department of Education regarding regulatory matters • Advocacy before state agencies on issues affecting district operations and compliance • Participation in stakeholder meetings and public hearings on behalf of the District • Monitoring executive branch policy initiatives and rule-making processes • Facilitating communication between district leadership and state agency officials Budget and Appropriations Advocacy Specialized focus shall be provided on state budget and appropriations matters, including: • Advocacy for adequate per-pupil funding formulas and categorical funding programs • Support for capital outlay and infrastructure funding initiatives • Monitoring of budget development processes throughout the fiscal year • Analysis of proposed budget amendments and their impact on the District • Coordination with legislative leadership on budget-related priorities Strategic Communications and Intelligence The lobbyist shall provide ongoing strategic communications and intelligence services, including: • Regular briefings to District leadership on legislative and political developments • Preparation of detailed reports on legislative session activities and outcomes • Analysis of political landscapes and their implications for educational policy • Coordination of messaging strategies with district communications efforts • Facilitation of meetings between district officials and key policymakers Coalition Building and Stakeholder Engagement The selected lobbyist shall engage in coalition building activities, including: • Participation in statewide education advocacy organizations and coalitions • Coordination with other school districts on shared priorities and concerns • Engagement with parent groups, teacher organizations, and community stakeholders • Building relationships with business and civic leaders who support public education • Facilitating partnerships that advance the interests of the District
