II.A Purpose and Intent The purpose of this RFP is to offer thirty (30) year land leases of vacant parcels at the City of New Smyrna Beach Municipal Airport for development, construction, management, and operation of facilities on the airport. As introduced in the Summary section of this RFP, the uses would be either aeronautical or non-aeronautical. If aeronautical, the facilities could be corporate/executive aircraft hangars on the parcels to include, but not limited to: • Parking, storage, servicing, maintenance, and repair of aircraft • Corporate Flight/Charter Operations • Sale of new and used aircraft If non-aeronautical, some examples of use include, but are not limited to: • Aviation manufacturing and components 6 | P a g e • Aerospace & aerospace manufacturing or components • Commercial space transportation and component manufacturing • Space & Defense • Advanced Manufacturing related to aviation, aerospace, and aerospace technology • Other non-aviation manufacturing or industrial use The City’s objective is to award a qualified and experienced developer that shall finance, design, construct and potentially manage the facilities on the parcel(s). Such services shall be in a manner and acceptable to the City and the Airport. Developers should have aviation, aerospace, or commercial venture experience in constructing hangars that require airfield access (if aeronautical use) or facilities that meet standards for manufacturing or other industrial use (if non-aeronautical). The City’s objective is to award a developer the opportunity to develop and construct corporate/executive aircraft hangars on an aeronautical vacant parcel and/or an industrial/manufacturing facility on a non-aeronautical vacant parcel. Once constructed the City shall offer a thirty (30) year land lease for the developer to attract high quality, financially stable, long-term aeronautical or non-aeronautical use tenants.
