The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate on a sole source basis, a contract for the procurement of Kirkpatrick Four Levels® Evaluation - Bronze Level Certification training. Please see the attached requirement document for details. The Contract is planned for Kirkpatrick Partners, LLC (Cage Code 5SC95), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other sources of supplies or services will satisfy agency requirements. The anticipated dollar value is $42,975.00.
The Sailor 2025 Ready Relevant Learning (RRL) program provides modernized training for the United States Navy. This training is used by Naval Education and Training Command (NETC) and its associated Learning Centers to train sailors in accession, journeyman and master level courses for their fleet assignments. As part of the effort to provide high quality training, a model to evaluate training effectiveness is urgently needed. The Kirkpatrick Model is the training model endorsed by the Office of Personnel Management (OPM) for all federal agencies. The Kirkpatrick Model is the only model used by the US Navy to conduct training evaluation under the NETC training effectiveness program (NETCINST 1540.C - dtd 22 March 2023). The need for RRL (as a provider of the training to NETC) to keep alignment with the NETC training effectiveness program means that only the Kirkpatrick Model can satisfy the requirement. The proprietary nature of the model and associated training limits its delivery to only Kirkpatrick Partners.
This notice is not a request for competitive proposals. It is a notice outlining the Government's intent to contract on a sole source basis with Kirkpatrick Partners. No solicitation document is available. This notice will be posted for at least 15 days prior to any awarded contract in order to satisfy the requirements under FAR 5.2. Per FAR 5.207(c)(16), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
