REQUIREMENT:
Inside and Outside Plant Communications Distribution Wiring Service
The anticipated performance period will be for 5 years and issued against a Blanket Purchasing Agreement (BPA), in accordance with FAR 13. The noted agreement shall reflect firm-fixed prices. The applicable North American Industry Class System (NAICS) (2022) code is 238210– Electrical Contractors and Other Wiring Installation Contractors. The small business size standard is $19.0 million.

SITE LOCATION:
Homestead Air Reserve Base (HARB), Florida.
GENERAL:
The prospective vendor shall furnish all plant, labor, services, tools, materials, equipment, transportation, supervision and all miscellaneous requirements needed to perform all operations to accomplish the Scope of Work. All work shall be done in accordance with the attached Statement of Work (SOW), project specifications and drawings, Miami-Dade Department of Environmental Management (DERM) codes and regulations, State and Federal regulations, and OSHA requirements.
SCOPE OF WORK:
The installation of CAT6A, Coaxial RG11, Coaxial RG6, Paging/Sound Systems, Surveillance Systems, Access Control Systems, Outside Plant (OSP) Wiring (Copper/Fiber), Copper Splicing OSP, Electrical Power, Grounding/Bonding, HVAC Systems and termination systems, and Dig Permits (Communication Line Ground Marking) for expansion, remodel, and minor construction work at Homestead ARB. Work to include installation of bridge clips and/or cross connect wiring (patch cord) for voice only with documentation as instructed. The Contractor shall comply with codes and standards for projects to include but not limited to testing, labeling, fire stopping, grounding, and jet lines. Work shall be subject to Homestead Air Reserve Base inspection.
Work shall consist of pathway construction, conduit, box and faceplate installation, cable installation, closet hardware installation, termination, documentation, testing, verification, repairs, locating underground communication cables/lines and ground markings for dig permit approval process. Other related activities shall also be included, as needed. Existing j-hook or hanger installation will be abandoned, and new conduit/surface raceways will be required to be installed as directed by the Communication Squadron staff. This agreement will include the installation of a riser or backbone fiber optic or copper cable. In addition, the installation of any outside cable system.
*****Interested vendors are requested to:
- Provide their organization’s capability statements to the Contracting Officer noted below.
- Review the attached SOW and provide a market survey quote and corresponding price list for the noted services.
The market quote should outline:
a) Wage (in accordance with the attached Wage Determination)
b) Parts and price list for the noted services.
- Provide brief answers to the following:
- Is your organization certified and authorized to provide a fifteen (15) year extended warranty on copper and optical cabling systems, which would include installation, warranty, and service on all products being installed?
- Can your organization provide references for accomplished work, consisting of institutions of similar size and complexity within the past three (3) years? If so, sites provided as reference should include a brief description of the project, point of contact, contact telephone numbers, and email addresses.
- Is your organization registered and fully licensed to conduct business at the referenced site location?
- Are all prospective installation technicians fully trained and certified in installation termination and testing of all current copper and optical wiring standards?
- Is your organization fully insured?
