Specifications include, but are not limited to: A. The contractor shall serve inmate meals on the schedule currently in use by the OCCD Food Services Section as follows: 1. Breakfast: 0530 hours 2. Lunch: 1030 hours 3. Supper: 1600 hours Note: This schedule may be modified at OCCD’s discretion. Inmate meals include at least two (2) hot meals each day and may include no more than one (1) cold meal and cold bagged meals for inmates who are unable to receive one or more of the hot meals due to work assignments or other operational issues. B. The Contractor shall maintain a 28-day meal menu approved by the Contract Monitor and as required by the Operating Standards. C. The approved menu shall maintain an average 2,800-calorie per day pork-free diet and shall be accompanied by a carton-type drink or bulk beverage. Additionally, menus will be provided for therapeutic and faith-based diets and bagged meals. The Contractor agrees to serve appropriate holiday meals (i.e. Thanksgiving, Christmas, etc.) throughout the year as mutually agreed upon with OCCD management. The pricing for holiday meals will be the same as the daily meal price. D. Menus shall be evaluated and approved annually by the Contractor’s registered dietician and the OCCD Contract Monitor. Changes to the menus shall be evaluated and approved on a quarterly basis, per calendar year, by the Contractor’s registered dietician and the OCCD Contract Monitor. The meal evaluations shall be conducted at the Contractor's expense. E. The Contractor shall ensure that substitutions to the approved menu are of equal nutritional quality to the item for which they are substituted. F. The Contractor shall have the capacity to provide approximately 15,000-bagged meals per month, to include, but not limited to, events such as: 1. Inmates who have not been able to partake of one or more hot meals 2. Inmates going to court Bagged meals shall consist of two (2) sandwiches containing luncheon meat or peanut butter, the appropriate condiments (mustard, mayonnaise, etc.), one (1) piece of fruit, either one (1) bag of chips (potato, corn, etc.) or one (1) wrapped cake-type dessert and one (1) 8 oz. individually packaged fruit juice or fruit flavored drink. Inmates requiring special diets will receive suitable bag meals when applicable. The bags will be labeled with the date of production and will be stored and served in a manner that prevents crushing. G. The only exceptions to the regular menu and regular bag meal menu are: 1. Therapeutic/medical diets specified by the OCCD Health Services Division and the OCCD therapeutic diet manual. 2. Faith based/religious diets requested by the OCCD chaplains and as defined in the OCCD faith-based diet manual. 3. The Contractor shall ensure that meals for juvenile offenders and pregnant females are compliant with established diet/RDA requirements for the state of Florida and appropriate regulating authorities. H. In the event an emergency requires the relocation of the kitchen, inmates and/or staff to an off-site location, the Contractor shall be required to prepare and deliver food at/to the new locations as specified by the Contract Monitor or designee. Emergency staffing shall be provided by the Contractor to ensure coverage in any situation. The Contractor shall be prepared to provide meals for Orange County staff working during an event recognized as an emergency. 1. The County will notify the Contractor 48 hours prior and in advance of expected delivery of meals. The 48-hour advance notifications for meals will continue until the County declares the emergency to be over. 2. The County will pay for all ordered meals regardless of whether the meals are consumed. 3. The County will make arrangements to pick up the meals at pre-designated times throughout the emergency period. 4. The Contractor will provide up to 1,000 boxed meals including a beverage to staff for breakfast, lunch and dinner. 5. Box meals containing a meat item and alternative box meals containing no meat are included. 6. The alternative meal consisting of an alternative to a meat item will account for approximately 10% of the meal orders. 7. Only plastic and paper cartons are acceptable for drinks. 8. Inmate labor is not authorized for the preparation of emergency meals for staff.
