Commerce is seeking a contractor to provide a new infrastructure impact study that shall be a detailed, in-depth infrastructure analysis based on results produced in the 2023 Hurricane Evacuation Modeling Study. The contractor shall do so by conducting research and showcasing the findings of current and projected infrastructure for both the Florida Keys and the City of Key West as described in the 2023 Study. The statewide hurricane evacuation model is a software-based program called Transportation Interface for Modeling Evacuations (TIME) Model. The TIME Model is owned by the State of Florida. The TIME Model is designed to perform regional evacuation scenarios. Pursuant to section 380.032, F.S., Commerce, in its capacity as the state land planning agency, is responsible for overseeing the administration and enforcement of areas of critical state concern throughout the State of Florida, including the Florida Keys Area of Critical State Concern and the Key West Area of Critical State Concern. In accordance with this, Commerce ran a study of five scenarios to view the evacuation time it would take each Area of Critical State Concern in the Florida Keys to evacuate in the case of a major storm, and also procured a vendor to create an Economic Impact Analysis Study Report to assess the economic effects of the different scenarios considered in the 2023 Hurricane Evacuation Modeling Study. Now, Commerce is seeking to further expand on the Economic Impact Analysis Report and procure a contractor to perform an Infrastructure Impact Study for the Florida Keys and the City of Key West. Contractor shall be provided a copy of the 2023 Hurricane Evacuation Modeling Study and the subsequent Economic Impact Report. C.2 Purpose Commerce seeks to protect public safety and welfare in the event of a natural disaster by determining the hurricane evacuation clearance times that will allow for the safe evacuation of all permanent residents in the Florida Keys in accordance with section 380.0552(9), F.S. Contractor shall develop a comprehensive Infrastructure Impact Study of new residential allocations scenarios described in the Florida Keys Hurricane Evacuation Study and determining the impacts the scenarios could have on local infrastructure, excluding transportation. The 2023 Florida Keys Hurricane Evacuation Study has been performed in coordination with industry recognized standards and experts, and includes considerations from key stakeholders, local officials, and citizens within the Florida Keys. Commerce has fulfilled its responsibility of performing hurricane evacuation modeling according to Administration Commission rules by providing a thorough analysis through multiple baseline modeling scenarios in an effort to help demonstrate whether permanent residents of the Florida Keys may evacuate in 24 hours pursuant to section 380.0552(9)(a)2., F.S. The Infrastructure Impact Study is intended to view the potential costs of the scenarios on infrastructure such as water, sewer, schools, energy, and broadband considering background growth and demand for infrastructure from non-residential growth through December 31, 2033.
