Passive alert in narcotics detection of marijuana, cocaine, heroin, methamphetamine and ecstasy/MDA to include training with canine handler with the following requirements: 1. Must provide birth certificate 2. Dogs must have a minimum of one (1) year warranty on workability. 3. Two years of health, on hip and elbow dysplasia 4. A copy of the health certificate and hip X-Rays shall be included with the proposal. 5. Dogs should be delivered immediately after evaluation and selection. 6. The vendor must be available for local maintenance canine and offer 480 hours of dog detection handler course training and annual certification. 7. Interested bidders shall provide ten (10) dogs for evaluation. The bidding process is as follows: The bidders shall provide two (2) separate sealed envelopes for each of the canines evaluated. The first envelope shall be made available to the County’s authorized representative prior to evaluation, this envelope shall be labeled technical and include canine information such as name or tattoo, breed, color, date of birth, origin of birth, record of veterinary visits, pedigree (if available) and training of the canine being evaluated. The second sealed envelope shall contain the bid price of the canine, The envelope containing price will not be opened until evaluation of canines is complete. Each canine will be evaluated and scored by the County at the County’s training facility according to the established selection process, which may include various criteria such as physical characteristics, personality, intelligence, responses to various situations, etc. The canines that have been evaluated will be ranked according to their scores. Once the top-rated canine is selected, the second sealed envelope will be opened. The purchase decision will be based solely on the results of the County’s evolution and testing of the canine. EA 1
