Qualified firms must have at least 10 years of experience providing group health administration in the state of Florida to large clients with over 2,000 employees and 600 retirees. Experience with other large public entities is preferred. Preference will be given to respondents who demonstrate the ability to effectively prove all services and have proven superior administrative skills, communication skills and automated benefit management tools to enforce quality and access for care. The awarded firm shall provide all labor, materials, supervision, travel, facilities and equipment to provide a Group Medical Plan and Flexible Spending Accounts. The awarded firm shall provide administrative services and documentation including, but not limited to, plan brochures, member identification cards and reports, and shall administer the Plan in compliance with the City's specifications and other applicable laws and regulations. A toll-free phone number should be provided for member services. At a minimum, respondents shall meet the following qualifications: A. Be a licensed insurance carrier per the Florida Department of Insurance Regulations. B. Be free from legal and regulatory matters which prevent the respondent from fulfilling the obligations of the agreement. C. Exhibit financial stability and company viability sufficient to fulfill the obligations of the agreement. D. Having an AM Best rating of "A-" or higher is required. E. Have a dedicated Account Manager assigned to the City's account to function as the primary contact for all services. F. Have stable contractual relationships with health providers. G. Manage and control costs for members and the City through proven methodologies such as negotiated discounted fees for services or capitation where providers are paid a set dollar amount determined by a per member per month calculation. H. Timely and accurate claims processing. I.
