The City of Webster, Florida has been awarded Small Cities Community Development Block Grant (CDBG) under Federal Fiscal Year 2023 and 2024 (CDBG #26DB-N07) in the amount of $2,894,130 by the Florida Department of Commerce. The funded project involves the design, permitting, and construction of a new, adequately sized Master Pump Station, including conversion of the existing wet well to a manhole, new electrical equipment and generator, and associated site improvements. The City requests proposals from qualified individuals or firms to provide Administrative Services related to the above-mentioned CDBG grant. The firm selected through this RFQ will also be considered for continuing administration services for other City projects on an as-needed basis. Contracts for such services may include support for other grant/loan programs such as USDA Rural Development, FDEP Springs/AWS/Water Quality grants, State Revolving Fund (SRF), Resilient Florida, Florida Commerce Rural Infrastructure Fund (RIF), Water Management District grants, FDOT programs, and potable water or wastewater collection, pumping, or treatment facility projects. In addition, the City applied for funding through the Rebuild Florida 2023 and 2024 Storms Infrastructure Repair Program (IRP), administered by the Florida Department of Commerce and funded by the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant Disaster Recovery (CDBG-DR) program. Should the City receive IRP funding, the grant administrator selected through this RFQ may also be contracted to provide administrative services for the IRP project, subject to successful negotiation and compliance with all applicable federal procurement regulations (2 CFR 200.317200.326), the Florida Consultants Competitive Negotiation Act (Section 287.055, F.S.), and Florida Commerces Purchasing and Contracting Guidelines.
