Specifications include, but are not limited to: PART 1 - HOURLY LABOR RATES Provide hourly labor rates for various construction and construction related services on an as needed basis. Rates quoted shall include all transportation charges, overhead, profit, insurance, taxes, fees, travel time, use of portable and hand tools, and any and all related costs associated with a per person, per hour charge. Hourly rates will be established for various types of workers and those rates will remain firm for a period of 2-years. Rates will be established for work performed during normal business hours (Monday through Friday from 7:00 a.m. until 5:00 p.m.), and work performed after normal business hours or on an emergency basis. The following individual positions will be recognized for billing: A. Project Estimator C. Tradesman B. Supervisor/Foreman D. Laborer PART 2 - SUBCONTRACTORS It is anticipated from time to time it will be necessary to use subcontractors on various projects. The contractor will be permitted to procure the services of subcontractors and will be compensated by applying a mark-up percentage to the total amount charged by the subcontractor. The contractor will obtain a written quote from the subcontractor and submit the quote for approval before the work is performed. The subcontractor’s invoice shall then be submitted with the contractor’s invoice with applicable markup (as submitted on PBF-1) for payment. The Contractor will contract with the subcontractor(s) as independent contractors and will be solely responsible for assuring the subcontractor(s) are properly trained, licensed, and covered by all required insurance applicable to each contract and at a minimum include, Workers’ Compensation, Auto, and General Liability. The Contractor will assume all obligations, rights, duties and redress of the subcontractor(s). The subcontractor(s) will in no way be considered to be contractors of the City of Winter Haven and will work solely for the Contractor. The Contractor will be responsible for the performance and quality of work of the subcontractor(s). Managing the subcontractor(s) will be considered part of the scope of work provided by the Contractor. PART 3 - MATERIALS, SUPPLIES AND EQUIPMENT RENTAL It is the intent of this solicitation that the contractor will provide the necessary materials and supplies for the work performed, and specialty rental equipment for the completion of certain projects. On these occasions the contractor will be compensated with a mark-up percentage on materials and supplies purchased or equipment rented for use on City projects. Any such purchases must be approved in advance by an authorized representative of the City. A copy of the receipt(s) shall be submitted with the contractor’s invoice with applicable markup shown for payment.
