2. MONTHLY OPERATION AND MAINTENANCE 2.1. The Contractor’s services shall include all Florida Department of Environmental Protection (DEP) requirements stipulated in the current Permits, and any subsequent permit(s), for the FEC WMA Campground including all DEP rules, Florida Statutes, and county and local regulations pertaining to the operation and maintenance of water facilities, wastewater facilities, lift stations, and their related appurtenances. The Contractor shall invoice the FWC for these services on a monthly basis, in arrears, at the fee schedule rate as stipulated in the price sheet. The monthly service bid price shall include operator services to ensure the system is operating efficiently, reliably, and within legal requirements to perform the tasks required under this ITB. The Contractor shall be responsible for providing all required tools and will not request use of FWC equipment to complete required tasks. 2.2. The Contractor shall keep current all logs required by the Permit(s) and an on-site log, which shall include the date of service, time in/time out, the plant serviced, description of service, parts used, etc. 2.3. Wastewater Treatment Plant Operation and Maintenance 2.3.1. The Contractor's services shall include all DEP requirements stipulated in the existing Operating Permit Number FLA014269, and any subsequent permit(s), in order to operate the facilities efficiently and reliably and to maintain the facilities according to the permits for the wastewater treatment plant and effluent disposal system. 2.3.2. Between the hours of 8:00 a.m. to 5:00 p.m., the Contractor shall provide six (6) routine service visits per week, Monday to Friday plus one weekend day, to the plant WWTP which shall be performed by at least a Class C or higher certified plant operator, and routine maintenance to the WWTP which does not require additional charges and extensive labor beyond thirty (30) minutes per visit. The Contractor shall provide all labor, parts and equipment necessary to perform the tasks required under this Scope of Work. These tasks include, but are not limited to, those listed below. A. Comply with all conditions specified within the current and any subsequent Permit(s). B. Comply with all DEP rules, Florida Statutes, and county and local regulations pertaining to the operation and maintenance of the wastewater facility and related appurtenances. C. Notify the FWC, by written notice to both the FWC Project Manager and FWC Contract Manager, of changes in DEP rules, Florida Statutes, County and local regulations as they apply to plant permitting or operations. D. Be familiar with all Permit requirements, DEP rules, Florida Statutes, county and local regulations that affect the above referenced wastewater facility. In addition, the Contractor shall advise and make recommendations to the FWC on matters concerning the operation of the facility and shall provide written notification to the FWC of any and all deficiencies encountered that may result in a notice of non-compliance operating violation. This notification shall include the observed deficiencies, recommended corrections, and cost estimates. i. If the FWC receives a notice of non-compliance or a potential violation, the Contractor shall provide a corrective action plan to the FWC Project Manager within 72 hours, unless otherwise indicated by the FWC Project Manager. Once approved, the Contractor shall complete the corrective action within the time frame specified in the DEP notice. E. Provide and maintain on-site records as required by all Permit conditions. The Contractor shall submit supplemental copies of record documents and Discharge Monitoring Reports (D.M.R.’s) to the FWC Project Manager and FWC Contract Manager. F. Inspect and maintain the facility’s equipment, practices, and operations regulated or required by the Permit(s) conditions. G. Maintain the vegetation within the fence at the WWTP. Vegetation shall be mowed to maintain a height of no more than 6 inches outside of the percolation pond. The vegetation within the percolation pond shall be maintained to ensure it meets DEP requirements. If the area is too wet to mow, the vegetation may be sprayed with an aquatic labeled herbicide at label rates to control vegetation. The Contractor shall be aware of gopher tortoise burrows and activity within the WWTP fenced area. Any gopher tortoises observed in the fenced area shall be promptly reported to the FWC Project Manager. The area(s) within 20 feet of burrows shall be weed-whipped to maintain vegetation. No herbicide treatment or mowing shall occur within 20 feet of a burrow opening.
