4.0 PURPOSE OF THE PROJECT The County is requesting submittals to contract with one or more experienced and qualified federal lobbyist(s) to represent the County and assist CA in monitoring legislative, executive and regulatory activity at the federal government level, as well as monitoring of grant funding, appropriations, and other governmental affairs consulting and lobbying requirements of Palm Beach County specified in this solicitation, including but not limited to the following: 4.1. Federal Appropriations Strategy & Advocacy • Identify, prioritize, and pursue federal appropriations, grant, and earmark opportunities aligned with Palm Beach County priorities, including but not limited to transportation, resiliency, housing, broadband, workforce development, public safety, and environmental infrastructure. • Coordinate with executive branch leadership and agencies, congressional offices and relevant committee staff to ensure inclusion of Palm Beach County priorities in federal budget cycles and policy initiatives. • Draft appropriation request language, supporting documentation, and justification materials as needed. 4.2. Executive Branch Strategy & Agency Engagement • Develop and execute a targeted engagement plan with senior officials across The White House and key federal agencies (e.g., DOT, HUD, FEMA, DOI, DOE, DOC, USDA, Treasury) to elevate Palm Beach County as a priority partner for federal investment. • Facilitate virtual and in-person briefings, delegations, or site visits showcasing county projects and economic development opportunities. • Monitor and advise on federal rulemaking and administrative directives with potential impact on County revenues, permitting, or local government operations. 4.3. Tax & Revenue Policy Monitoring • Track emerging federal tax, finance, and revenue-sharing policies affecting local government revenues, bond financing, or infrastructure investment tools. • Engage with key tax-writing committees (Ways & Means, Finance) on issues impacting county revenues and disaster funding flexibility. 21 4.4. Congressional & Executive Engagement on Emerging Issues • Maintain proactive dialogue with high-level legislative and White House staff on developing federal issues relevant to the County, such as public safety, AI regulation, coastal resilience mandates, immigration impacts, public insurance markets, and healthcare reimbursement. • Provide frequent updates and rapid response alerts to County leadership on federal actions with potential fiscal or operational impact. 4.5. Strategic Representation & Coordination • Coordinate messaging across local, state, regional, and federal partners to align unified South Florida advocacy efforts. • Assist with preparation of testimony, correspondence, and briefing materials for County officials participating in federal hearings or events.
