Hillsborough County intends to recommend the award of a special procurement to Evoqua Water Technologies LLC/Xylem for the urgent design and manufacture of a modular 3.0 MGD membrane bioreactor plant for deployment to the Falkenburg Advanced Wastewater Treatment Facility (AWTF) and/or other facilities at a total estimated cost of at least $15M. This procurement is being made pursuant to Section 2-207 of the County’s Procurement Policy, which provides for a procurement, without competition, when it is determined that an unusual, unique, and/or exigent (non-emergency) circumstance exists that make the application of all requirements of competitive sealed bidding or competitive sealed proposals impractical, impracticable, not financially or operationally advantageous, or not in the County's best interest. The County reserves the right to adjust the scope of work, update the requirements, and increase the resulting award amount because of changes in the final design, site conditions, and/or operational parameters.
