The State of Oregon, as a recipient of federal Community Development Block Grant and HOMEInvestment Partnerships Program funds through the US Department of Housing and UrbanDevelopment ("HUD"), is required to complete an Analysis of Impediments to Fair HousingChoice ("AI") for the areas of the state not in entitlement jurisdictions and produce astatewide Fair Housing Action Plan.Therefore, the State of Oregon, acting by and through its Housing and Community ServicesDepartment, is requesting proposals from qualified professional firms to design themethodology for the AI, obtain the information for the AI, and then create the finished AIdocument. In addition, the Proposer shall be required to use the information from the AIand from all other AI's of entitlement jurisdictions across the state to produce a 2011 -2015 Fair Housing Action Plan for the entire state
