Specifications include, but are not limited to: A. The report must: 1. Address all energy sources and regulated and unregulated energy providers within the State; 2. Provide a State energy profile, including an assessment of energy production, transmission, distribution, and end-use; 3. Address potential hazards to each energy sector or system, including: physical and cybersecurity threats and vulnerabilities; 4. Provide a risk assessment of energy infrastructure and cross-sector interdependencies; 5. Provide a risk mitigation approach to enhance reliability and end-use resilience; 6. Address Multi-State and regional coordination, planning, and response; and 7. Address Coordination with Indian Tribes with respect to planning and response. B. In addition, the final report must include an analysis of the following: 1. Examine Florida’s energy assurance plans & policies individually and as a whole to strengthen our system and seek missed opportunities; 2. Compare Florida’s plans & policies to other states’ plans to employ best practices; 3. Evaluate if Florida has any gaps and could improve its operations; 4. Evaluate where Florida could operate more efficiently; 5. Evaluate how the use of alternatively fueled vehicles including electric vehicles are incorporated into the state’s plan; and 6. Evaluate how renewable energy and smart grid technologies are incorporated into the state’s plan.
