Specifications include, but are not limited to: Service Level 1: Mulch/Mastication Only – Mulch all vegetative material and stumps less than 6” DBH down to 2 to 3 inches above ground level for the specified width and length along property boundary or within the treatment area boundaries as defined by FFS representative. Any mulching residue should be evenly distributed (no mulch piles) across designated area and no larger than 3 feet. Service Level 2: Mulch/Mastication and Damaged Tree Removal – Mulch all vegetative material down to 2 to 3 inches above ground level for the specified width and length along property boundary or within the treatment area boundaries as defined by FFS representative. Remove all vegetation less than 6” in DBH and, regardless of tree size, remove all dead standing trees, all trees leaning 30 degrees or more, trees with broken tops and all downed trees and vegetative material that cannot be mulched in the boundaries identified by FFS representative. Stumps are to be cut 2 to 3 inches above ground level and left in place. Removal of vegetative debris will be in accordance with the following: (i) hauling away at contractors’ expense or (ii) by burning on site, if approved by FFS representative, with an Air Curtain Incinerator (ACI) by a Certified Pile Burner who has obtained prior authorization from the Florida Forest Service (FFS) or (iii) by onsite mulching, where residue should be evenly distributed (no mulch piles) across designated area and no larger than 3 feet. Service Level 3: Roller (Drum) Chopping – Roller chopping of underbrush vegetation (grass, shrubs, palmetto, and small trees up to 6” DBH) within the treatment area boundaries as defined by FFS representative. Roller drums (single or double drum) must be no less than 8 feet wide, 42 inches in diameter, and have blades at least 8 inches long. Drum choppers must be capable of being filled with water or be of sufficient weight to allow total ground penetration of the cutting blades. Damage to live trees that are not included in the fuel reduction treatment must be avoided. A skidder or crawler tractor may be used to pull the roller drum chopper and the combined equipment must be able to cross asphalt or other type road surface without causing road damage.
