Specifications include, but are not limited to: Through this RFP, The City of Fort Myers, Florida (the City) desires to purchase or otherwise acquire rights to use an enterprise resource planning system (ERP) for the City’s financial, purchasing, payroll, and human resource needs, meeting the requirements identified in this RFP. In addition, the City requires proposals for professional services necessary to implement the system and train City staff on the new software. Proposers may submit multiple-vendor proposals, however if doing so, the bidder should clearly describe the roles and responsibilities of each vendor, both as related to implementation activities and to post-implementation support. The City has made the strategic decision to modernize its software systems. The City is interested in installing a low maintenance application, meaning a hosted application or cloud application by the end of October 2026 depending on the implementation schedule. The application should be easily accessible by employees and relatively easy to use so that the City does not have to invest a substantial amount of time and effort in training. Finally, staff are seeking an application where business users can generate reports without significant assistance from technology resources. The goals for this project include: • Incorporate industry best practices wherever possible. • Implement a system that is user friendly and empowers departments to improve their business processes. • Add and improve functionality in back-office functional areas. • Improve the quality and accessibility of information to support decision making. • Eliminate paper-based business processes and paper forms wherever possible. • Reduce redundant and/or conflicting process steps and shadow systems and minimize unnecessary data entry. • Improve operational effectiveness and productivity. • Simplify, standardize and document business processes through the use of the ERP functionality. • Enhance customer service to constituents and internal business partners.
