A. Consultant shall provide above services for a low-lying area in the Englewood community to reduce future flooding of roads and properties within the area. Existing stormwater infrastructure is limited to undersized reinforced concrete pipes across South Indiana Avenue, North Street, and West Horton Avenue. Spruce Street, West Bay Street, Church Avenue, and Palm Grove Avenue lack adequate drainage infrastructure to manage stormwater runoff and prevent flooding of roads and nearby properties. The design shall include additional inlets, installation of new reinforced concrete pipe (RCP), and replacement of undersized RCP with larger conduits. Consultant shall include future bidding and construction phase services. B. The Project roadway limits are located between the following: East/West Dearborn Street to the north, between Michigan Avenue to the east, Lemon Bay to the west and East/West Riverview Avenue to the south. C. All design services, plans, products, and deliverable shall be in accordance with current editions of all applicable standards, manuals, and guidelines, and grants including those issued by Sarasota County, and state and federal agencies having jurisdiction over the project and of a quality acceptable for use in permitting. D. Services may include, but are not limited to stormwater analysis, stormwater system design, certification of plans for construction, and/or permitting services. E. The design will consider the existing site constraints including right of way, easements, drainage canals, environmental considerations, utilities, buried utilities, and Florida Power and Light (FPL) infrastructure. F. Consultant shall use design criteria for best management practices (BMPs) and pollutant load analysis and recommendations shall reduce the average annual post-development stormwater pollutant loading of Total Suspended Solids (TSS) by 80% or by 95% for stormwater discharges directly into outstanding Florida Waters
