Specifications include, but are not limited to: Part 1: Temporary to permanent (Temp to Perm) recruitment Part 2: Recruitment services for direct hire Part 1 Services: Temp to Perm recruitment Employee Recruitment Services RFP 24-010HR-CC Page | 11 Temp to Perm services are to include, but are not limited to: a. Website integration for job postings and employment opportunities; b. Recruitment Services for certain job classifications i. Recruitment Services are to include screening and credentialing as desired by the City. When the City desires a Temp to Perm recruitment, these screenings and credentialing will be identified with the request. (please see costing sheet – Attachment “A” to be included within the Proposer’s Tab 4, Cost) ii. The City of Plant City expects the successful Firm to be able to recruit qualified Temp to Perm candidates within 14 calendar days. iii. The top three (3) to five (5) candidates, or more if requested by the hiring Division, should be given to the requesting Division within this 14 calendar day window. iv. If the City of Plant City is not satisfied with the first grouping of candidates, then a second grouping of three (3) to five (5) candidates, or more if requested by the hiring manager, should be given to the requesting Division within seven (7) calendar days of notification that the original candidates were not successful. c. Benefits. The Firm’s proposal shall provide information reflecting a benefits package for employees utilized by the City of Plant City. Information shall include, but not be limited to, all various insurance coverages available, i.e., health, prescription, dental, vision, disability, life, accidental death and dismemberment, as well as detail providing holidays, vacation, sick, flexible spending, and any and all employee assistance plans available. Should the Firm have additional benefits available to employees, information regarding the additional benefits should be included. i. Information regarding benefits under Tab 3, Benefits and Transition Plan, should include a detailed description of the benefit, the availability of the benefit to the employee, and the cost to the employee as well as the cost borne by the Firm. The portion borne by the Firm must be included in the mark-up rate found on the costing form under Tab 4, Cost. No additional cost will be passed through to the City. ii. Paid and unpaid leave. The proposal shall contain information regarding paid leave through observance of established the City of Plant City holidays, earned vacation and sick leave, and paid time off (PTO)/Vacation time, under Tab 3, Benefits and Transition Plan. For the purpose of this solicitation, the only holidays recognized as paid are those approved by the City of Plant City. Those days are: iii. New Year’s Day, Martin Luther King Jr. Day, Strawberry Parade Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and either the day before or the day after, and Christmas Day and the day before or the day after. No other holidays will be considered paid holidays. The successful Firm shall coordinate the actual days in advance with the Director of Human Resources & Risk Management prior to the start of each fiscal year.
