Specifications include, but are not limited to: Licensure: The Firm should: • have a staffed office in the State of Florida. • have acted as a full-service Employee Benefits Advisor/Broker/Consultant for public entities for at least five (5) years in the State of Florida, preferably entities of similar size, complexity and magnitude. • at least four (4) public entity clients with 3,400 plus employees and retirees covered under a self-insured medical health insurance plan. The proposer must describe and demonstrate their experience in the field of self-funded health plans, life insurance and accidental death & dismemberment, dental, vision, disability, stop loss, employee assistance program, voluntary benefits, and other related insurance programs. Professional designations in the benefit field such as Certified Employee Benefit Specialist (CEBS) and Registered Health Underwriter (RHU), are preferred but not required. Background information should be furnished regarding the size of firm, personnel and qualifications particularly of the team who will be the City's support. Alternate Proposals Proposals shall meet the requirements and conform to the format prescribed in this RFP. As additions to this required format, Respondent is permitted to submit alternate proposals and supplemental materials to the base proposal, when Respondent determines a need to more fully explain aspects of Respondent's solution, applications or services. Any such additions must be explicitly identified. Any decision to review these additional materials is solely at the discretion of the City of Lakeland. Analysis and Reporting: • Analyze existing coverage and identify or develop cost-saving alternative benefit strategies and plans. • Assist in the development of long-range goals and strategies, including making projections of potential savings. • Provide analysis and recommendations based on utilization and performance reports, statistical and/or financial reports, and plan specific data. • Assist the City in monitoring and analyzing experience trends and providing timely alerts on changing patterns and appropriate recommendations. • Provide, maintain and update comparison reports of other public and private companies' benefit plan offerings and costs to determine their competitiveness with the City's programs. • Provide a cost benefit analysis to the City for outsourcing COBRA administration. • Provide financial and/or performance reviews of self-funded and fully insured plans and programs. • Be available to provide various types of reports as needed, such as cost analysis for benefit changes, and other statistical, financial, forecasting, trend, labor negotiations or experience reports. • Prepare and present reports on trends, new products and audits, as requested. • Regularly monitor and evaluate performance measures and guarantees of providers. • Maintain full and accurate records with respect to all matters and services provided on behalf of the City's benefit plans and programs. Provide City staff and/or officials spreadsheets, assumptions and calculations upon completion of any project performed on behalf of the City's benefit plans and programs.
