1.0 GENERAL General Requirements 1.1 The plans and specifications are an integral part of the Contract Documents and as such will not stand alone if used independently. The Plans and Specifications establish minimum standards of quality for this project. They do not purport to cover all details entering into the design and construction. 1.2 These specifications will provide a basis for the furnishing of all materials, equipment, labor, transportation, testing and other goods and services necessary to construct small diameter sanitary force main, to the extent described in the scope of work and change orders. 1.3 Unless otherwise specified in the Special Conditions or Technical Specifications, all applicable portions of the Florida Department of Transportation (FDOT) Utility Accommodation Manual and the Utility Procedures Manual shall apply as well as the Florida Department of Transportation Standard Specifications for Road and Bridge Construction, including Supplements, Latest Edition are hereby incorporated into and become a part of this set of Specifications, insofar as they apply to the proposed work. In addition to the applicable sections of the Florida Department of Transportation Standard Plans for Road and Bridge Construction, and Interim and Developmental Standards therein, and any other part or parts that have been omitted from this list of FDOT Standards that apply to the proposed work shall be adhered to. Any special instructions related to these specifications and deviations from them are contained in the Special Conditions and/or these Technical Specifications and shall apply. 1.4 Whenever reference is made to the furnishing of materials or testing thereof to conform to the standards of any technical society, organization or body, it shall mean the latest standard, code, specification, ore tentative specification adopted and published on or before the date of advertisement for bids for this project. 2.0 TEMPORARY FACILITIES AND CONTROL ame: East Palatka Septic to Sewer Phase IV Project 2.1 Temporary Sanitation Facilities The CONTRACTOR shall provide adequate facilities for the use of those employed on the work. Such facilities shall be made available when the first employees arrive on the site of the work, shall be properly secluded from public observation, and shall be constructed and maintained during the progress of the work in suitable numbers and at such points and in such manner as may be required or approved. The CONTRACTOR shall maintain the sanitary facilities in a satisfactory and sanitary condition at all times and shall enforce their use. He shall rigorously prohibit the committing of nuisances on the site of the work, on the lands of the COUNTY or on adjacent property. 2.2 Noise Control The CONTRACTOR shall provide adequate protection against objectionable noise levels caused by the operation of construction equipment. 2.3 Temporary Drainage and Water Control The CONTRACTOR shall, as required, provide temporary drainage during construction. If needed, a temporary drainage plan shall be prepared and submitted for approval by the County's Public Works Director prior to construction. The CONTRACTOR shall provide for satisfactory disposal of surplus water and shall submit a plan to the ENGINEER for his review prior to initiation and implementation of the plan. Prior written approval shall be obtained from the proper authorities for the use of public or private lands or facilities for such disposal. 2.4 Erosion Control and Pollution Abatement Prevention, control, and abatement of erosion and water pollution shall conform to the applicable provisions of FDOT Specifications, Section 104.
