Specifications include, but are not limited to: The scope of services shall include: The County seeks an Enterprise Time and Attendance (ETA) system and is requesting offers for the County workforce of both professional and hourly employees. Due to the complex nature of gathering time and attendance information needed for entry into the County’s current payroll system, many County Agencies have developed processes that are cumbersome and very time consuming. After they have completed their Agency procedures, they must follow a time consuming process to enter the time and attendance information into the County’s current payroll system. Time and attendance management for the current payroll system is not only a time consuming process, but is also costly and primarily manual effort. The Enterprise Time and Attendance system must be able to integrate into the existing County Financial, Human Resource, Payroll and Scheduling systems to provide web-enabled access for managers and employees, with the flexibility to be integrated into future systems. Employees with web access should be provided with self-service access to manage their time through the web while maintaining the security and privacy of all employee data. A Time and Attendance system is contemplated as a bolt on to an ERP system or existing systems. Releasing this procurement at the same time as the ERP procurement assures that we will acquire systems with the maximum integration capabilities. This procurement is complimentary to the proposed ERP procurement because the Time and Attendance component can be done on a parallel track with a full ERP. This concurrent development yields a project schedule where the Time and Attendance features will go live, and allow the organization to benefit from its efficiencies, earlier. The ability to integrate the Time and Attendance system into an ERP at a later date is therefore of critical importance.
