SOLE SOURCE JUSTIFICATION MEMORANDUM FOR DESIGN AND INSTALLATION OF INTEGRATED ELECTRONIC SURVEILLANCE SYSTEMS (IESS)
The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a firm fixed price contract to Mandex Inc., 12500 Fair Lakes Circle, Suite 125, Fairfax, VA 22033, (CAGE Code: 3Z682 SDVOSB) on a sole source basis for required design and installation of Integrated Electronic Security Systems (IESS) components. The scope will consist of the design and installation of IESS components to include Automated Entry Control Systems (AECS), Intrusion Detection Systems (IDS), and Video Surveillance Systems (VSS). This procurement is sole source because Mandex, Inc. currently maintains/sustains all IESS components in facilities operated by NSWC PCD. These systems are critical to the safeguarding of classified and controlled unclassified information; therefore, they must be maintained at optimal functionality with minimal downtime, as supported by the attached redacted justification.
In summary, there are no other possible sources that can satisfy this requirement without a substantial duplication of cost, as well as significant schedule and technical risk to the Government and operational warfighter.
