Coordination, Data Collection & Concept Plan Provide a project schedule for design, procurement, and construction that considers seasonal sport demands. For Phase I this would include a target of 90 days from notice to proceed to deliverable. (30% construction plans, land clearing permit & cost estimate) Meet with Parks staff for input of maintenance and historical complaints; coordinate with the Parks Construction Manager for any on-site improvements, existing drainage calculations, construction plans, geotechnical reports, internal utility connections, previous SUE (Subsurface Underground Engineering) etc... for the project area. Provide Geotechnical Reporting necessary for design. Coordinate with the County Surveyor for any existing survey data for the project (specific purpose surveys and legal descriptions) and the consultant shall collect topographic survey as required for the project limits. Prepare an overall site concept plan including proposed drainage improvements, conveyance systems, stormwater storage, parking improvements, landscaping, proposed and existing buildings to remain as well as any items necessary to satisfy the requirements of the pre-application process with the Escambia County Development Review Committee (DRC) F. Confirm likelihood of repurposing building on-site and provide structural design to upgrades. Deliverables: Provide concepts and stakeholder engagement as indicated in the Summary, provide 30% construction plans, preliminary estimate of construction cost that also includes ancillary building demolition and renovation. It is the intention of the Parks department to verify feasibility and timeline to completion of the project at this site. Phase II Scope of Services The focus of Phase II will be to provide planning assistance as well as to continue the 30% project design to completion. Planning assistance will include data collection, engineering services, environmental services, and project coordination. The firm will produce 60%, and 100% design plans, bid plans and cost estimates. Plan submittals shall meet all minimum county requirements. Final designs shall meet all applicable local, state, federal, and grant requirements. Design shall consider project objectives, regulatory requirements, and site constraints. Project may require authorization from the U.S. Army Corps of Engineers, Florida Department of Environmental Protection, or Northwest Florida Water Management District. Firm shall produce required permit applications, pay permit fees, and provide necessary technical expertise and coordination to acquire all required permits/authorizations.
