District Maintenance Office Contracts – NPDES Stormwater Compliance and Consultant Services for Stormwater Management Systems. The Florida Department of Transportation (FDOT), District One, desires the professional services of a Consultant to assist Maintenance in compliance with National Pollutant Discharge Elimination System (NPDES), Water Management Districts (WMD), Florida Department of Environmental Protection (FDEP), and other agency permits associated with storm water management or quality. Services include, but are not limited to, conducting required inspections, responding to potential illicit discharges, performing monitoring assessments, and preparing reports in accordance with NPDES Municipal Separate Storm Sewer System (MS4) Phase I and Phase II applications, permits, Statewide Stormwater Management Plan (SSWMP), and WMD requirements. The analysis and recommendations provided by the Consultant will provide valuable input into the development of and compliance with NPDES mandated programs including Total Maximum Daily Load (TMDL) allocations, Reasonable Assurance (RA), and Basin Management Action Plan (BMAP) development and implementation. In addition, the maintenance and update of FDOT’s Stormwater Asset Maintenance System (SAMS) storm water management facilities inventory will provide the Department with a management tool for the operation and maintenance of its storm water management facilities.
