The following is a list of services being sought under this RFP: 1. Consulting services 2. training on Lean concepts 3. Technical assistance 4. Occasional additional surveys and research to collect information and data 5. Facilitate and attend required meetings 6. Map processes and value streams 7. Research, analyze, and compare processes, information, and data 8. Prepare, discuss, and explain reports and flow charts 9. Propose, develop, and document new and revised processes 10. Work with DHS staff to validate data used for proposed business changes 11. Solicit input and incorporate feedback from DHS staff as appropriate The goal of Phase II: Implementation and Engagement, is to implement the "Roadmap" developed in Phase I: Discovery. The Phase I roadmap includes recommended actions to be taken by DHS with the assistance of a fairly selected, qualified, professional Contractor with the skills, knowledge, and capacity to assist DHS to fully realize the quantifiable benefits tied to completion of the activities outlined in the Phase I roadmap. Benefits tied to completion of the activities outlined in the Phase I roadmap. More specifically, in Phase II DHS, assisted by the Contractor, will pursue the following goals: Listen to the public and those we serve as we increase speed, reduce waste, improve quality and customer service, and produce savings. Improve management information so that managers and stakeholders can make sound data-based decisions. Improve systems to provide clear and useful, management information. Design a transparent and accountable service delivery system for DHS programs. Do work right the first time. Do what adds value. Improve management practices and enhance management accountability so that DHS builds a high-performance culture. We expect to be a learning organization with a mind-set of continuous improvement. Methodically seek out inefficiencies and make appropriate improvements. Create a plan for ongoing improvement informed by a high-level analysis of the organization as well as more detailed analyses of specific programmatic processes. Design and establish an optimal infrastructure to achieve DHS strategies, including the current DHS strategies for workforce management and technology governance.
