Specifications include, but are not limited to: 1. Conduct archaeological and historical field surveys, ranging from reconnaissance level to intensive in scope. The purpose of these surveys would be to locate, identify, and bound (if practicable) any cultural resources, prehistoric or historic, potentially affected by a Department action. a. The Consultant will, prior to initiation of the field survey, conduct a literature review and background research, and prepare archaeological, historical, and environmental overviews addressing cultural resources in relation to the project study area. Based on this information, the Consultant will define the area of potential effect for the project and develop a research design or plan for conducting the field survey and interpreting its results. The research design will be submitted to the Department for approval prior to initiation of field work. b. The Consultant will collect and document sufficient data from each prehistoric or historic resource identified during the cultural resource assessment survey to evaluate its significance in terms of eligibility for listing in the National Register of Historic Places (NRHP) according to Criteria set forth in 36 CFR 60.4. In the case where such resources have been previously identified, the Consultant will review and update existing documentation as necessary to meet the needs of the current assessment. c. The Consultant will provide a draft report to the Department with appropriate documentation detailing the results of the survey and the assessment of resource significance. The report will include a Florida Site File Form on all identified cultural resources, and a NRHP Determination of Eligibility (DOE) package on all resources determined to be potentially significant. In the case of historic resources, the DOE package will include an NRHP Registration Form with accompanying appropriate documentation. Finally, the report will include a determination of project effects on any resources that are eligible for listing or listed on the National Register of Historic Places. The Consultant will provide a draft report within 30 days of completion of fieldwork. Following review and comment on this report by the Department, the Consultant will provide a final report within ten (10) working days of receipt of the returned draft copy.
