6.1. Consultant responsibilities include but are not limited to: 2.1.1 Evaluate and advise the County on the eligibility of proposed expenditure of funds. 2.1.2 Communicate with the Florida Department of Environmental Protection (FDEP) and the Florida Department of Health (FDOH) on behalf of the County. 2.1.3 Assist the County with outreach to eligible residents as required by the FDEP Grant Agreements, and County policies, as applicable. 2.1.4 Develop an application form and process, including an informational guide for applicants. 2.1.5 Review applications for eligibility and compliance with FDEP Program Requirements and applicable FDOH implementing rules, Questionnaire T8259 Exported on Aug 16, 2022 (Tues), 1:53 PM 13/23 regulations, and guidance and the FDEP Grant agreements. 2.1.6 Prepare and submit to the County Project Manager, at least monthly, a list of all applicants eligible for payment, based on established criteria. 2.1.7 Assist in the development of County requests for reimbursement from FDEP, to include both Task 1 and Task 2 as required in the Grant Agreement. 2.1.8 Prepare and submit to the County Project Manager, required reports in connection with the FDEP Grant Agreement. 2.1.9 Provide representation during site visits and monitoring. 2.1.10 Develop project information management and filing system. 2.1.11 Develop project financial management system for receiving and disbursing funds. 2.1.12 Develop and track the budget per the FDEP Grant Agreement. 2.1.13 Provide oversight of the project schedule and compliance per the FDEP Grant Agreement. 2.1.14 Provide technical assistance. 2.1.15 Balance final budget per the FDEP Grant Agreement. 2.1.16 Prepare documents for administrative/financial closeout. 2.1.17 Assist the County, as applicable, with subsequent audits or investigations related to the County’s use of FDEP funds.
