2.3.1. Business Plan shall include, but is not limited to: • Background on Downtown Coral Gables • Reason for a dependent special district, i.e. for the purposes of improving such district through promotion, management, marketing, and other similar services • Summary of the stakeholders, along with their expectations and needs for the establishment of a district and any concerns or reservations they may have. • Mission statements and goals • Executive summary • Recommendations for governance of the district, including makeup of the Board (taking to account any parameters specified by the City), length of Board Member terms, and rules for conducting board meetings. o Function and objectives for the district o Criteria and metrics to measure the success of the district • Geographic boundary options and recommend best option • Explanation of the baseline services the City will continue to provide the proposed district • List of affected properties • Step-by-step guide for the formation and establishment of a district • Rules and guidance for the self-assessment vote o Steps for approval by vote of the City Commission and affected property owners. 2.3.2 ASSESSMENT METHODOLOGY SHALL INCLUDE, BUT IS NOT LIMITED TO: • Determination and explanation of assessment methodology o The proposer will develop an annual assessment program capable of funding all the assessable costs associated with a district. o The proposer will also determine the district’s renewal period (years), assessment rates for properties and uses, and the most effective assessment methodology, among other things. o The proposer will provide a breakdown of assessment rates by proposed assessment methodology o The proposer will provide a database of property and property owner information, which should include information on each property owners’ level of acceptance.
