The Consultant will provide support to in-house staff in all work efforts required to update the plan. The Consultant’s primary objectives include, but are not limited to, the following: 1. Conduct a full review of the existing comprehensive plan and existing development agreement(s). 2. Propose alternative goals, objectives, policies, and recommendations for the listed elements. 3. Update for the required legislative changes. Ensure compliance with state regulations. 4. Assist staff in updating the comprehensive plan. This may include, but is not limited to drafting portions of the updated comprehensive plan including updates to narratives, maps, tables, and figures. 5. Verify the traffic counts and existing transportation model provided by CFTOD staff. Update the transportation model, if necessary, to reflect latest traffic count information. Verify and update the level of service for all CFTOD roads. 6. Identify future capital needs for roadways. 7. Develop (if required) a Business Impact Estimate for the Comprehensive Plan Amendment in accordance with Senate Bill 1628. 8. Provide QA/QC services throughout the update process.
