The Contractor shall provide all resources and administration required to operate the services outlined in this scope. The Contractor will maintain compliance consistent with federal, state, local regulations including the Long-Range Transportation Plan (LRTP), Transit Development Plan (TDP) and Transportation Disadvantaged Service Plan (TDSP). PTNE will have control of all policy matters relating to the CAT, CAT Connect, and Transit Operations Management Services, at a minimum, to include standards of service, service area, hours of operations and the setting of fare rates and fare media. The Contractor shall ensure that all services are operated and delivered in a safe, courteous, customer-friendly, reliable and in a timely manner with the passengers’ best interests of foremost concern.
