A. Impact Fees 1. Review the City’s Recreation Parks and Open Spaces Impact Fee (Ordinance #2022-02), estimate the projected population and level of service required through 2030 taking into consideration and recommend an impact fee schedule to support projected growth. 2. Identify any legal consideration for the current and recommended impact fee schedule including the minimum requirements for a legally defensible impact fee system. 3. Impact fee recommendations should be allocated between residential and commercial customer base, if appropriate. 4. Include a study of all development impact fees that are customary or utilized in the region and provide recommendations for additional development impact fees to support critical infrastructure. 5. If a Multimodal Impact Fee/Transportation Impact Fee is recommended, ensure any recommendation is presented after carefully reviewing alignment with Pinellas County evaluation methods. 6. Meet with each Department Head individually and as a group to discuss and ensure all needs and fees are considered. 7. Prepare a fee comparison report between the recommended fee and fees of surrounding Municipal and County governments. 8. Review the viability of implementing a Fire Assessment Fee with recommended rate structure for residential and commercial customer base. Compare recommendations with surrounding Municipal and County governments. 9. Recommend any new fees that may be appropriate for the City of St. Pete Beach. 10. Prepare a comparison of the City’s existing and any proposed new fees with fees charged by other Cities and Counties in West Central and Gulf Coast Florida (surrounding area). 11. Prepare cost analysis showing the cost associated with providing these City services. 12. Prepare reports with proposed operating fees and cost associated with providing these services.
