Specifications include, but are not limited to: The FDOC is seeking a technical chemical registration consultant to review the research documentation associated with all the previously provided research efforts supporting EPA-required product evaluations, and risk evaluations associated with the FDOC application for Sections 3 & 5 registration of CMNP. In addition, the consultant chosen for this review will be named as the authorized agent for FDOC and will be required to represent FDOC in any and all communications with EPA with respect to providing responses to EPA. The consultant will be required to manage any further research efforts identified and required by EPA as necessary to provide sufficient data/information for EPA to provide a final grant or denial of a Section 3 registration. The work project contemplated by this RFP would expire upon approval or denial of a Section 3 Registration/Tolerance, and any State of Florida required CMNP active ingredient registrations. The responsibilities of the consultant chosen for this process will carry through the decision process to be rendered by EPA on Section 3 registration, but shall have no further responsibilities with respect to manufacture and commercialization of the abscission agent CMNP. All communication with FDOC, EPA, and third parties will be of a confidential nature, and third party communications are not allowed without prior written approval of the FDOC.
