Specifications include, but are not limited to: The Oregon Economic and Community Development Department ("Department") is seeking aconsultant firm or team of consultants ("Contractor") to provide program management,planning and implementation services for the Oregon Arts Commission's technical assistanceand capacity building initiative for Oregon arts organizations.The Oregon Arts Commission ("Arts Commission" or "Commission") will initiate a significanttechnical assistance and capacity building effort during the period from March 2009 throughJune 2011. This effort has the overarching goal of increasing the organizational capacityof arts organizations, so that they can achieve long-term sustainability and achievemission impact in their communities.This initiative responds to the needs identified during the 2008 Arts Organization Self-Assessment project, during which 100 Oregon arts organizations were invited to participatein and complete a comprehensive organizational survey. The survey's key findings indicatethat all clusters of nonprofit organizations demonstrate a need for increased adaptivecapacity, which is a nonprofit's ability to monitor, assess and respond to internal andexternal changes. Additionally, within the area of technical capacity, the results showstatewide need to build capacity, both in terms of staffing and in terms of skills, inareas such as fundraising, technology, marketing and service delivery. Board and staffleadership and leadership sustainability were also targeted as needing attention, mirroringa pattern seen in the vast majority of nonprofits across the country
