Specifications include, but are not limited to: Oregon State University's (OSU) Memorial Union (MU) and the Recreational Sports Department (RS)requests proposals from a Campus Assessment and Opinion Consultant to ascertain from the studentbody their preferences and level of support for various capital construction funding scenarios and todevelop strategies to assist the MU and RS in improving the likelihood that proposed capital constructionprojects that will meet with favorable outcome in a referendum of the OSU student body. In 1988 Oregon State University approved use of the SBF for a three-phase project to renovate the OSUMemorial Union. To date, two of those three phases of renovation have been completed with the thirdphase pending. During the period from the early 1990's to present, a second facility operated by theMemorial Union and serving as the primary office building for student funded programs (Studentnewspaper, TV, radio, Student Government, etc.) began to show signs of significant deterioration and aplan emerged to replace the building, rather than undertake renovation. The decision to replace ratherthan renovate was made, in part, by the seismic analysis of the building. Approval of a new site for theMU East Building was chosen and approved by the Campus Planning Committee in September of 2007.A conceptual design and preliminary cost estimate were also developed. At this time, the MemorialUnion is seeking to fund Phase 3 of the original renovation of the Memorial Union and the replacementof MU East.
