Specifications include, but are not limited to: The purpose of this Solicitation is to obtain the services of a qualified and experienced consultant to update the Study as it relates to purchases made and contracts awarded by the Authority between October 1, 2008 and September 30, 2011, not including concession contracts (Study Update). Because the Authority and the City of Tampa have different procurement practices, data management systems, policies and programs, and Study findings, the Study Update will analyze only the Authoritys purchases. The City of Tampa is not participating in this Study Update. The Respondents will propose a fixed fee as specified in Subsection 6.01 of this Solicitation and will be evaluated per Subsection 3.02 below. The selected Respondent will be expected to conduct the Study Update within the basic framework of the Study, updated to reflect the changes that have been made in the Authoritys procurement practices. For example: formal contracts are now required to be copmetitively procured if the value of the contract is greater than $30,000, instead of $15,000. The selected Respondent will be expected to make recommendations whether and with respect to what groups the evidence shows the need for remedial action to address any effects of past or present discrimination and, if so, whether such remedial action should include race- or gender-conscious measures based on an availability analysis. The Study Update and any recommended remedial action should be supported by reliable economic, statistical, historic, and anecdotal evidence of the types recognized under the most recent applicable federal and state law and court decisions. If no statistically significant disparity is found, the selected Respondent will be expected to recommend race-neutral activities and policy or procedural changes the Authority can undertake to improve or modify its contracting and procurement processes to the extent necessary to ensure that all businesses have a fair and adequate opportunity to participate in the Authority's procurement and contracting processes in compliance with existing law. The selected Respondent will be expected to provide an estimated cost for implementation of each recommendation.
