The successful proposer will conduct Community Development Block Grant Neighborhood Revitalization Administration and/or Engineering Services for construction of wastewater treatment improvements which include the installation of new sludge dewatering equipment, which is used for managing and reducing sludge accumulation. Construction will also include the resurfacing of Date Avenue, and possibly the paving of 5th and 6th street in the City of Gretna. Administration services shall include, but not be limited to reviewing, developing necessary policies and procedures, developing, administering the program, conducting environmental review, coordinating with all funding agencies, developing, administering contract, tracking, and managing program funds in compliance with program guidelines, and providing reports and technical assistance. Engineering services will include construction contract bidding and award, services during construction, inspection services, and any additional services required to complete the project and exhaust available grant funds. Proposals for CDBG Grant Administration and/or Engineering Services must indicate a fee for the service, with an explanation of the basis for the fee. Fees shall be quoted as a lump sum. The successful proposal must agree to abide by all applicable State and Federal laws, rules and regulations, as now in effect and as may be amended from time to time, including but not limited to, the Federal laws and regulations set forth in 24 CFR Part 570 applicable Federal Register Notices, and the State’s Action Plan, and all applicable CDBG-MIT regulations and guidelines.
