• Project Management and Coordination o During the PDA phase, the selected firm will act as the Port’s technical and strategic representative in all discussions with the Design-Build team. o Facilitate communication and coordination between the Port, the DesignBuild team, regulatory agencies, and other stakeholders. o Provide weekly progress reports to the Port, summarizing activities, decisions, and outstanding issues. • Technical Oversight o Review and validate all technical deliverables the Design-Build team submit, including engineering designs, specifications, and construction methodologies. o Ensure the proposed design solutions comply with the Port’s standards, safety concerns, schedule requirements, operational needs, and future expansion goals. o Conduct technical risk assessments and identify potential challenges to the project’s feasibility, schedule, and budget. • Regulatory and Permitting Support o Provide expertise on regulatory requirements related to marine construction, including environmental, coastal, and maritime laws. o Coordinate with the Design-Build team to identify and meet all permitting requirements during the PDA phase. o Review all environmental impact assessments and mitigation plans to ensure compliance with federal, state, and local regulations. • Cost and Schedule Management o Evaluate cost estimates and schedules prepared by the Design-Build team, ensuring they are realistic and align with the Port’s budgetary and operational constraints. o Recommend cost-saving measures and value engineering opportunities without compromising safety, quality, or project objectives. o Monitor schedule adherence and identify risks or delays early, providing recommendations for corrective actions.
