2.1. Scope of Work Contractor will provide their competitive bid to demolish and remove all improvements from the property locations listed in Demolition Properties tables located in Appendix A and as indicated by the Boundary Surveys, Wetlands, Maps & Notes provided in Appendix B. Properties are listed in the same order in Appendix A & B. Note that some of the properties do not include boundary surveys, and only aerial maps with parcel boundary are provided. “Improvements” to be demolished and removed include, but are not limited to primary structure, outbuildings and accessory units, fences, sidewalks and driveways, utilities, underground appurtenances such as yard features, foundations, decking and any other non-vegetative improvements on the property. Storm drain structures, pipe, sidewalks, and utilities which are located in public rights-of-way or easements on the properties shall be protected and remain. The site shall be returned to a graded, stabilized condition that is properly leveled and compacted consistent with surrounding ground. Seed & mulch disturbed or bare areas and water to establish vegetative growth. Likewise, sod should be placed on any disturbed slopes that are to remain, which are greater than 1V:10H slope. Refer to the property tables located in Appendix A for property information known by Escambia County as of the date of this invitation to bid. All activities performed under the resultant contract shall be completed in accordance with applicable federal, state and local laws, regulations, policies, and procedures. Contractor must consider and include the following items in their Lump Sum (LS) bids for each property: A. Mobilization/Demobilization is included in the cost for each property. B. Properly dispose of all site debris at an appropriately permitted facility. Burying or burning of materials is not allowed. C. Removal, disposal, and restoration of each property including all permitting and landfill/disposal fees. D. Fencing that is shared with adjacent private parcels shall NOT be removed and should be protected. Fencing that is to remain but is structurally supported by fencing to be removed shall be stabilized as to stand independently. E. The selected contractor is responsible for submission of the “Notice of Demolition or Asbestos Renovation” to the Florida Department of Environmental Protection in accordance with the procedures in effect as of March 2025. F. Secure water source prior to demolition activities if wet demolition is required. G. The selected contractor shall provide full documentation of permitted debris disposal location(s), with appropriate truck tickets as required by the grant funding this project.
