This solicitation is for two (2) Tasks, which may be bid in whole or in part by Proposers. The County reserves the right to select a Proposer to provide any or all tasks and the County may choose to select multiple Proposers using this same RFP. TASK 1 – CDBG-DR GENERAL GRANT SUPPORT SERVICES Upon request of the County and authorization by Work Assignment, the Proposer shall support the County’s grant administrators with general grant management and compliance. This work may include any of a broad range of grant support services and may include use of County software systems for grant management and documentation. At the request of the County, the Proposer’s work under this Task shall include, but is not limited to: A. Provide program management staff augmentation, grant compliance and monitoring activities, and project support for the County’s grant-funded programs and general grant administration. Such activities shall be carried out in full compliance with the grantor’s requirements and under the general direction of the County. B. Update HUD CDBG-DR related policies and procedures. 1. Staff assigned to this task by the Proposer shall have experience in developing policies and procedures for HUD-funded activities and have in-depth knowledge of all applicable regulations. C. Provide Grant Compliance and Monitoring Support Staff to perform quality assurance, monitoring, reporting duties, and provide technical assistance for grant compliance to County staff and sub-recipients. This work may include, but is not limited to, conducting regular onsite monitoring activities, policies, procedures, websites, documents, files, and reports. This work may also include supporting the County during any audits and developing best practices for compliance and monitoring. This is expected to be a full-time person assigned solely to Manatee County’s CDBG-DR grant. 1. Staff assigned to this task by the Proposer shall have experience in successful grant compliance and monitoring. D. Review construction solicitations, contracts, and associated purchasing documentation to ensure compliance with federal and state regulations, as requested. The Proposer shall ensure that solicitations, contracts, and associated purchasing documentation contain required provisions, and ensure that templates are kept current as regulations evolve. 1. Staff assigned to this task by the Proposer shall be a subject matter expertise who can provide the County with clear guidance regarding the applicability of federal and state laws and regulations affecting procurement. E. Assist County staff with the preparation of grant reports and with close-out assistance.
