Provide all labor, materials, equipment, supplies, and supervision necessary to provide 10-yard and 30-yard dumpsters and transportation of biosolids from five wastewater treatment facilities throughout Polk County to the North Central Landfill for the Polk County Utilities Division (PCU). Specifications include, but are not limited to: 1. The successful bidder shall furnish all labor, materials, supplies, equipment, transportation, and supervision necessary to provide up to eight (8) 30-yard dumpsters and four (4) 10-yard dumpsters. All the dumpsters must have a permanent lining, retractable cover, bottom drain, and sealed access door. The permanent lining must allow biosolids to be easily dumped out of the dumpster and prevent biosolids from sticking to the inside of the container. The successful bidder must provide trucks capable of hauling full dumpsters. a. To minimize odors, if any biosolids remain inside the container, the successful bidder shall wash the dumpster(s) as needed to ensure they are empty and clean when they are returned to the site. b. Disposable dewatering liners and plastic liners are not permitted. 2. The successful bidder shall provide the County’s Project Manager (PM) with a copy of all current operator’s CDL licenses. Copies of new operator’s CDL licenses must be provided to the Couty’s PM prior to the operator performing work under this bid. 3. The successful bidder must transport biosolids and associated grit from the Northeast Regional Wastewater Treatment Facility (WWTF), Northwest Regional WWTF, Southwest Regional WWTF, Central Regional Maintenance Barn, and Sun Ray WWTF to the North Central Landfill (Landfill) for disposal. The address for each location is listed on Exhibit “A”. 4. The County generates approximately 900 wet tons of biosolids and transports approximately (60) 30-yard dumpsters and (8) 10-yard dumpsters each month to the Landfill. The 30-yard dumpsters used by the County need to be roll off style due to the way the biosolid buildings are set-up. The County is planning for future facility upgrades that will transition away from roll off dumpsters and move to utilizing tractor trailers for biosolids hauling.
