PROPOSERS are requested to provide Assessment Program Management for all Districts and the scope of work for each Special Assessment Program includes, but is not limited to: • Maintenance of Assessment Program and Databases • Conduct an evaluation (surveys & communication) to establish assessment district legal maximum assessment (with the intent to determine a higher legal assessment limit) • Creation and monitoring of Critical Events Schedule (CES) • Assistance with Assessment Rolls & Calculation of Prepayment(s) • Reconciliation of Subdivisions/Combinations with Appraisers Office • Property Records Updates to and from Appraisers Office • Coordination with Legal Council and Drafting of Annual Assessment Resolution(s) • Assist with Program Administration to conform with City, County and State requirements • Creation and Transmission of Assessment Roll(s) to Tax Collector • Assist in Compliance with the applicable IRS Code and U.S. Treasury Regulations • Prepare the Annual Disclosure Report (as required in the Disclosure Certificate) • Establish a Deliquency Management Program; In order to ensure that the CITY achieves its goals and meets all legal requirements, the successful PROPOSER shall: o Gather and review data required to properly execute its responsibilities o Review existing CITY policies and procedures o Establish a parcel database for baseline information and ongoing maintance of adds/changes/deletions o Ensure that all administration costs of the District is recovered through the assessment roll o Establish a methodology for secure viewing of assessment information o Provide ongoing reporting of rebate liability o Ensure that it will be fully operational for the upcoming Assessment cycle starting in January 2024
