District Responsibilities A. The District shall: i. Approve color selections, and style selections for all project materials prior to installation. ii. Provide a secure, designated area for material storage during construction. iii. Provide a designated exterior location for a roll-off container or dump trailer, to be supplied and maintained by the Contractor. iv. Provide reasonable access to the property as mutually agreed upon. v. Provide information regarding the orientation and installation direction of existing Galvalume panels to ensure that replacement is performed in coordinated sections. vi. Perform final inspection and approval of the completed work and authorize payment based on submitted and verified invoices. Contractor Responsibilities A. Project Preparations: i. Attend a pre-construction walkthrough to review project safety requirements, material staging, work processes, and schedule. All key subcontractors (roofing, electrical, glazing, etc.) are required to attend. ii. Obtain and post all required permits and the Notice of Commencement at the project site. iii. Submit a detailed project schedule identifying work phases, manpower levels, subcontractors, and anticipated completion dates. iv. Ensure the Contractor’s Project Manager is fluent in English (verbal and written) and remains on-site during all work hours. B. Site Safety and Housekeeping i. Secure the worksite using appropriate barriers, cones, caution tape, and signage to protect personnel and visitors. ii. Maintain the site in a clean, orderly, and safe condition throughout the project. iii. Remove all debris and waste materials from the site daily. iv. Ensure no gaps and openings are left unattended at the end of each workday to prevent water and all other damage. C. Demolition/Removal i. The Contractor shall remove and legally dispose of all existing: (a) Metal roofing panels (approx. 38,351 sq. ft.). (b) Fascia panels and related trim. (c) Gutters and downspouts (20 total). (d) Lightning protection system. (e) Windows and window seals located at the second-floor elevation of the main entrance. D. Installation All new materials, equipment, windows, colors, and finishes shall be reviewed and approved by the DPM prior to installation. Contractor shall: i. Provide the DPM with a proposed schedule for the roofing efforts at each of the DHQ buildings keeping in mind to schedule around Governing Board Meetings held the second Tuesday of each month in the adjacent Executive Building. (a) Provide and install a new standing-seam Galvalume roof system, minimum 24-gauge trapezoidal panels (24” width, double-lock seam), including fascia panels, ridge caps, and all required fasteners and accessories. Must meet the required minimum wind uplift rating for Putnam County and the Florida Building Codes. Color of the panels and fascia should match the other buildings on campus. (b) Provide and install new batt insulation, at least 3 inches thick and with an R-value of 8, to match or exceed existing thermal performance. (c) Provide and install new 6” x 6” aluminum box-style gutters and 5” x 5” downspouts (20 total) along both long sides of the building, matching or exceeding existing materials. (d) Provide and install a new lightning protection system compliant with NFPA 780 and UL 96A standards. The lightning protection system must meet the required codes for Putnam County. (e) Provide and install one (1) new aluminum window assembly at the main entrance façade elevation. The assembly shall consist of a single frame accommodating five (5) double-pane insulated glass panes, each measuring 37½" x 67½". Glass shall be energy-efficient, code-compliant, and provide 50% Visible Light Transmission (VLT). All seals and installations shall meet applicable building codes and manufacturer specifications. E. Quality Assurance and Warranties i. Provide a minimum 25-year manufacturer warranty and 10-year workmanship warranty covering roofing, gutters, and downspouts. ii. Provide specification sheets and standard manufacturer warranties for lightning protection and window systems. iii. Conduct all required inspections with the AHJ, provide the DPM with documentation, and obtain approval prior to closeout. iv. Prior to demobilization, the DPM shall inspect all completed work for acceptance. F. Site Restoration and Closeout i. Remove all equipment, debris (including all debris in the surrounding landscaping and bushes), and roll-off containers from the property. ii. Repair any damage caused to District property or landscaping during construction. iii. Submit final documentation including warranties, permits, inspection reports, and as-built drawings.
