Qualified firms shall have significant and demonstrated experience; along with qualifications in the delivery of selected appraisal reports for estimates of market value of all real estate interests pertinent to assigned projects, preparing appraisal reviews (if qualified) of project parcels as assigned, preparing cost estimates for projects as requested, able to perform Yellow Book Appraisals, and other miscellaneous appraisal related services that the County shall deem appropriate. All services shall be performed and all appraisal reports, update reports, data books, review appraisals and other assignments shall be prepared in conformance with the Uniform Standards of Professional Appraisal Practices (USPAP). All submitted proposals shall be for principal consultant and may include sub-consultants. This Continuing Contract may include, but is not limited to, such services as follows: • Appraisal Reports prepared according to USPAP - including but not limited to the definition of value (e.g., market value), a comparative analysis, the effective date of value, the property description, the subject property's relevant characteristics, any potential risks, and any other special instructions • Appraisal Reviews - including but not limited to the review of existing appraisal reports to ascertain whether appropriate data has been gathered and examined, determine credibility and accuracy, and confirm due diligence was conducted • Consulting Services - including but not limited to providing, as necessary, expert advice and feedback on appraisal related questions, concerns, or issues • Cost Estimate - including but not limited to assisting the County with performing cost estimates for projects (e.g., acquisition of rights of way) as required during project planning in order adequately encumber funds • Litigation Support and Expert Witness Testimony • The County shall issue a Purchase Order to the Consultant for each authorized service.
