The Commercial Driver License Information System (CDLIS) is a data communication network provided by the American Association of Motor Vehicle Administrators (AAMVA) that allows for the cooperative exchange of commercial driving information between entities responsible for the issuance of Commercial Driver Licenses (CDL) and also assists with the premise "that each driver, nationwide, have only one driver license and one record." CDLIS provides detailed information about the driver's commercial driving history and is used to verify the presence or absence of licenses and traffic violations. The Social Security On-Line Verification (SSOLV) transaction has been developed by the American Association of Motor Vehicle Administrators (AAMVA) in collaboration with the Social Security Administration (SSA). It allows authorized Motor Vehicle Agencies (MVA’s) to have on-line access to SSA for Social Security Number (SSN) verification. Using this transaction, a MVA electronically sends SSA a person’s name, date of birth (DOB) and SSN. SSA then compares this data to what is on its Master File. SSA will then respond back to the inquiring MVA, indicating whether the MVA-submitted data matched the SSA file. The Commercial Motor Vehicle Safety Act (CMVSA) of 1986, Public Law 99-570, requires the establishment of a commercial driver license information system to be shared among the 50 states' motor vehicle systems. Section 12007 of CMVSA authorizes the Secretary of the U.S. Department of Transportation (DOT) to enter into an agreement for the operation of an information system to be called the Commercial Driver License Information System (CDLIS). The Federal Highway Administration (FHWA) initially had jurisdiction over CDLIS; subsequently, that authority was transferred to the Federal Motor Carrier and Safety Administration (FMCSA). AAMVA has been the designated and sole Operator for CDLIS, since CDLIS began operation on January 2, 1989. Additionally, section 12009 of CMVSA describes specific state notifications requirements under which each state must communicate with CDLIS and the National Driver Register (NDR) prior to the issuance of a CDL. The implementation of CDLIS as an automated, nationwide, computerbased clearinghouse required that the mode of communication between the states, CDLIS, and NDR be in electronic form to standardize the mode of communication among all the CDLIS users and maintain a secure access to driver data, which was consistent with Federal and state privacy statutes. The FHWA designated the American Association of Motor Vehicle Administrators, AAMVAnet™ as the sole access method for CDLIS. SSOLV is a federal mandate for state MVA’s to utilize in order to comply with the Real ID Act. In addition, the collection of SSN information is required for the CDLIS program. AAMVA developed the electronic verification system to allow jurisdictions the ability to connect to SSA using the same technical infrastructure that was in place for the existing CDLIS and Problem Driver Pointer system (PDPS) applications. This leveraged existing software and other technical solutions. SSA provides online SSN verification to MVAs via the AAMVA’s SSOLV solution. Jurisdictions needing to verify SSN in real time must use SSOLV. In order to access the CDLIS and SSOLV environment as required by law, Florida must utilize AAMVAnet™, the sole network provider for CDLIS and SSOLV.
