Unique Management Services, Inc.(UMS) provides library materials recovery and debt collection services. Accounts collected in FY26 are estimated at 6,240 account placements at $8.45 each. This is based on prior year placements. See exhibit A, UMS Scope of Services and exhibit B, Quote -Unique Material Recovery for additional details. The city needs this particular service to ensure return of or payment for overdue library materials. City Ordinance 662.104 and 662.106 authorizes the Library to take recovery actions for unreturned library materials. For customers who fail to return or pay for unreturned library materials, sending them to collections is the next step towards recovery. In that case, Unique Management Services Inc. will receive a file from the library of all new accounts qualifying for collections. Upon receiving new accounts, they will contact the customers through written communication and phone calls, encouraging them to return overdue materials to the library and pay any remaining balance. They will keep track of customers that respond and update their accounts accordingly. UMS sends all submissions through the National Change of Address Database and provides the library with newly acquired addresses of customers that have moved.
