The County is seeking a vendor to supply On-call grinding of yard waste that passes through a six
(6) inch screen (including trees, palm fronds, etc.) at Baker Landfill (BLF) and Wright Landfill (WLF) in Okaloosa County. Pricing shall include Mobilization, Setup, Grinding, and Demobilization.
The County estimates grinding semi-annually under normal landfill operational conditions. Frequency modifications of the timeline between visits due to abnormal operational conditions may be made upon mutual agreement of both parties. The County is not responsible for variance in volume or frequency from visit to visit.
Of the total yard waste processed by the County, approximately 85% is processed at WLF and 15% at BLF. Under normal landfill operational conditions, WLF material is staged in two piles. Staged material at BLF is typically a single pile. It is expected that a grinding event will be considered complete when all material on the staging deck at the time grinding commences is processed.
A WLF/BLF grinding event should be completed within 30 days of the date grinding commences. An extension may be requested from the County if mitigating circumstances arise.
Grinding shall begin no later than 14 days after a request is submitted by the County.
Vendor will be responsible for grinding/processing all material on site. This may require size reduction prior to grinding, but all material is to be ground.
It is the responsibility of the vendor to handle all operations related to the “Turn-Key” grinding operations including, but not limited to:
• Mobilization
• Pushing loose material to the grinder
• Feeding/loading the grinder
• Grinding Type
• Pushing ground material from discharge side to a stockpile
• Measuring the pile
• Invoicing
• Demobilization
NOTE: County personnel and equipment will only be used to move ground material from the stockpile once the measurement has been agreed upon by both parties.
The vendor will be paid based on loose In-bound tonnage recorded in the County’s Waste Works accounting system.
