Description

INTRODUCTION The Indian River Mosquito Control District (District) is accepting price quotes for unmanned aircraft systems (UAS) aerial application services. Please note: This bid allows for a 1-year contract with a 1-year renewal option. The duration of this agreement will be from October 1, 2023 through September 30, 2025.

Contractor Requirements:

Federal Aviation Administration Requirements
1. Contractor must possess a 14 CFR Part 137 Certificate for Agricultural Aircraft Operations
2. FAA Certificate of Authorization (COA) for UAS model
3. FAA 107 pilot certificate
4. UAS must possess a FAA aircraft registration, specifically an N-number issued by the FAA

Florida Department of Agriculture & Consumer Services (FDACS)
1. Commercial Applicator
2. Aerial Applicator Core
3. Aerial Applicator Commercial License
4. Public Health Applicator License
5. UAS(s) must be registered with the Florida Department of Agriculture & Consumer Services

Unmanned Aircraft Specifications Requirements
1. UAS must be 889 compliant
2. UAS aircraft, cameras, flight controller, ground control station and all components must meet at a minimum Tier 2 requirements of the State of Florida Department of Management Services
3. UAS must be capable of applying granular larvicides’ (solid formulations)
4. UAS must be capable of ULV adulticiding applications
5. UAS must be capable of carrying at a minimum of 40 pounds
6. At least two UAS available for contract services
7. Contractor must be capable of transporting materials to and from the operational staging areas.
8. UAS must provide shapefiles that document the applications
9. Contractor must provide verification that both flow rate and swath calibrations have been performed for each UAS for appropriate product to be applied

Aerial Applicator Experience
1. UAS aerial applicator contractor must have a minimum of 4-years of UAS aerial application experience
2. UAS aerial applicator must be capable of treating up to 70 acres per day for a single site based on an application rate between 5-7 lbs./acre
3. UAS aerial applicator must be capable of accepting electronic treatment polygon files that are importable by the ground control station
4. Contractor must have documentation that validates the flow rate and confirms efficacious swath widths for each product based on application rate
5. Contractor must be capable of operating (applying) materials without any delay, for a minimum of 8 hours continuously
6. Contractor must provide efficacy data for ULV adulticiding applications
7. Contractor must have ULV application experience
8. At the request of the District, contractor must provide documentation that shows more than 8,000 acres have been treated over the last 12-months

Bids shall be submitted in sealed envelopes and must be received no later than the time and date specified on the advertisement enclosed as Page 1. Bids may be delivered or sent to:

Envelopes shall be clearly marked as "Bid to Provide UAS Aerial Application Services" and the bidder's name shall be clearly marked on the envelope.
The District will make every effort to inform prospective bidders of amendments or clarifications of the original bid specifications. However, the District does not guarantee to provide such amendments to all prospective bidders. IT IS THE BIDDER’S RESPONSIBILITY TO CHECK WITH THE DISTRICT FOR ANY AMENDMENTS OR CLARIFICATIONS TO THE ORIGINAL BID SPECIFICATIONS PRIOR TO SUBMITTING A BID.
No bid shall be withdrawn for a period of thirty (30) days after the scheduled closing time for receipt of bids. The bid shall be on a firm, net delivered price basis and the contract shall have no escalator clause. The District agrees to furnish any tax exemption certificates to which it is entitled.
Bidder must include complete and detailed ordering instructions with the bid.
Bidders must meet all contractor requirements.
IRS Form W-9
The bidder's qualifications must be satisfactory to the District's Board of Commissioners, and the District reserves the right to reject any and all bids, to accept at its discretion the lowest and/or best bid, to waive any or all technicalities in awarding a contract, and to re-advertise.
Insurance Requirements – Respondent, at the respondent’s sole cost and expense and for the full term of the resultant contract or any extension, shall obtain and maintain at least all the insurance requirements of IRMCD. Proof of insurance coverage shall be provided as part of the submittal and shall include the insurance types and required coverage specified below:

$2,000,000.00 of Aviation Liability Insurance per occurrence
Chemical coverage sub-limits shall be at least $1,000,000/$300,000/$100,000 for bodily injury per person, bodily injury per accident & property damage
Automobile Liability Coverage shall be in the amount of not less than $100,000.00 per person or $300,000 total combined single limit for each occurrence
General liability insurance not less than $1,000,000.00 combined single limit per personal
Workers’ Compensation as required by Florida Statute
